Ce matin avait lieu un d\u00e9bat avec des personnalit\u00e9s de tr\u00e8s haut niveau, anim\u00e9 par Nicolas Rossignol. La conf\u00e9rence \u00e9tant la premi\u00e8re de la journ\u00e9e, il semblait y avoir un peu moins de\u00a0 public et je n\u2019ai pas eu trop de mal \u00e0 trouver une place.<\/p>\n<p><a href=\"https:\/\/visionarymarketing.com\/wp-content\/uploads\/2011\/09\/dsc_3704.jpg\"><img decoding=\"async\" style=\"background-image: none; padding-left: 0; padding-right: 0; display: block; float: none; margin-left: auto; margin-right: auto; padding-top: 0; border-width: 0;\" title=\"DSC_3704\" src=\"https:\/\/visionarymarketing.com\/wp-content\/uploads\/2011\/09\/dsc_3704_thumb.jpg\" alt=\"DSC_3704\" width=\"644\" height=\"428\" border=\"0\" \/><\/a><\/p>\n<p><i>photo : Mme Essaidi, \u00e0 la gauche de G\u00e9rard Longuet, ministre de la d\u00e9fense \u2013 <\/i><span class=\"removed_link\" title=\"http:\/\/picasaweb.google.com\/ygourven\"><i>Photo\u00a0Visionary Marketing\u00a0<\/i><\/span><\/p>\n<p>C\u2019est \u00e0 un monde en pleine reconfiguration que nous sommes confront\u00e9s en ce moment. Les constats sont nombreux et unanimes quant aux \u00e9volutions du monde que tout le monde a pu observer depuis le printemps 2011, mais les conclusions ne sont pas forc\u00e9ment tr\u00e8s diff\u00e9rentes de celles de l\u2019ann\u00e9e derni\u00e8re o\u00f9 nous avions abord\u00e9 l\u2019\u00e9volution du monde sous la pression des pays \u00e9mergents.<\/p>\n<p>Toutefois, d\u2019un point de vue \u00e9conomique, selon les participants au d\u00e9bat, l\u2019adaptation aux nouvelles configurations politiques va demander<\/p>\n<ul>\n<li>d\u2019un point de vue domestique, que les pays du \u201cnord\u201d se d\u00e9crispent par rapport \u00e0 la migration (\u201cqui reste marginale\u00a0\u00bb d\u2019un point de vue statistique\u201d comme l\u2019a soulign\u00e9 Mme de Wenden, M. Longuet soulignant que les migrations ne sont m\u00eame pas assez nombreuses dans nos soci\u00e9t\u00e9s dites \u201cmondialis\u00e9es\u201d),<\/li>\n<li>qu\u2019on sorte de la d\u00e9fiance, et qu\u2019on apprenne \u00e0 faire confiance aux pays du Sud, et notamment africains, car le \u201c21\u00e8me si\u00e8cle devrait \u00eatre celui de l\u2019Afrique\u201d, en particulier les nouveaux pays issus des r\u00e9volutions arabes r\u00e9centes.<\/li>\n<\/ul>\n<p>Soulignons enfin que ces r\u00e9volutions, pacifiques et \u201cnum\u00e9riques\u201d selon Mme Essaidi, mettront sans doute du temps \u00e0 \u00e9merger et rassurer, ce qui rend le deuxi\u00e8me point ci-dessus particuli\u00e8rement d\u00e9licat ; mais l\u2019enjeu est primordial.<\/p>\n<hr \/>\n<p><strong>Voici quelques notes prises lors de cette r\u00e9union<\/strong><\/p>\n<blockquote class=\"quote-light\"><p>Gilles Kepel : ce qui a chang\u00e9 cette ann\u00e9e<\/p><\/blockquote>\n<ul>\n<li>le 11 Septembre a 10 ans, et nous sommes en train de refermer la page Ben Laden, qui a chang\u00e9 compl\u00e8tement notre rapport au monde<\/li>\n<\/ul>\n<ul>\n<li>En m\u00eame temps, le monde arabe a \u00e9t\u00e9 enti\u00e8rement reconfigur\u00e9, alors que le r\u00e9gime de la Lybie est tomb\u00e9 il y a quelques jours<\/li>\n<li>La Syrie et le Yemen sont encore dans une situation d\u00e9licate<\/li>\n<li>Au Bahrein, il y a eu de grandes inqui\u00e9tudes, non seulement \u00e0 cause des troubles mais surtout \u00e0 cause des inqui\u00e9tudes autour des approvisionnements p\u00e9troliers dans le monde.<\/li>\n<li>Va-t-il y avoir mise en place de nouvelles structures ou installation du chaos, il y a beaucoup d\u2019interrogations<\/li>\n<\/ul>\n<p>Pascal Boniface, g\u00e9opolitologue, directeur de l\u2019IRIS : \u201cil n\u2019y a plus de r\u00e9gimes totalitaires\u201d<\/p>\n<ul>\n<li>La Syrie va probablement tomber selon P Boniface, mais il y aura d\u2019autres r\u00e9gimes qui resteront,<\/li>\n<li>Mais c\u2019est une onde de choc mondiale, qui va au-del\u00e0 du monde arabe : l\u2019ensemble de l\u2019humanit\u00e9 est politiquement active<\/li>\n<li>\u00e0 des degr\u00e9s divers, selon M. Boniface, il n\u2019y a plus de r\u00e9gimes totalitaires, sauf peut-\u00eatre en Cor\u00e9e du Nord \u2026<\/li>\n<\/ul>\n<p>Jean Louis Guigou, DG de l\u2019IPEMED: \u201cr\u00e9aliser un march\u00e9 commun avec l\u2019Afrique\u201d<\/p>\n<ul>\n<li>dans un monde multipolaire, il y a plusieurs blocs (\u201cquartiers d\u2019orange) : Am\u00e9rique et am\u00e9rique du Sud, Asie (Nord et Sud) et l\u2019issue pour l\u2019Europe est aussi de faire une alliance rapide avec le Sud : Europe M\u00e9diterran\u00e9enne et aussi l\u2019Afrique sub saharienne.<\/li>\n<li>Selon lui, le 21\u00e8me si\u00e8cle est celui de l\u2019Afrique<\/li>\n<li>L\u2019issue pour l\u2019Europe est selon M. Guigou de faire un march\u00e9 commun avec l&rsquo;e Sud.<\/li>\n<li>L\u2019enjeu g\u00e9opolitique est de travailler avec ses voisins, notamment si le prix du baril atteint des sommets, cela devient un imp\u00e9ratif.<\/li>\n<\/ul>\n<p>Monia Essaidi, DG de Socotex : <strong>\u201cla r\u00e9volution a \u00e9t\u00e9 pacifique et num\u00e9rique\u201d<\/strong><\/p>\n<ul>\n<li>Il y a effervescence et enthousiasme m\u00eal\u00e9 \u00e0 une certaine peur, car il ne faut retomber dans une nouvelle forme de dictature.<\/li>\n<li>Mme Essaidi a fait part de son inqui\u00e9tude vis \u00e0 vis de la menace islamique en Tunisie<\/li>\n<\/ul>\n<p>Catherine Withol de Wenden, politologue : \u201cnous sommes devenus un monde de migrants\u201d<\/p>\n<ul>\n<li>dans la plupart des cas, les r\u00e9volutions de ce genre, il y a peu de mouvements migratoires \u2026 mais (en prenant un peu de recul)<\/li>\n<li>Cependant, il y a 220 millions de migrants internationaux, et ce chiffre a tripl\u00e9 depuis 40 ans ! C\u2019est que nous sommes devenus un monde de migrants<\/li>\n<li>Les migrations SUD-SUD sont aussi importantes que les migrations Sud-Nord !<\/li>\n<li>Les profils sociologiques sont de plus en plus diversifi\u00e9s : des non qualifi\u00e9s, des tr\u00e8s qualifi\u00e9s, des touristes, des gens qui s\u2019installent sur divers espaces, des retrait\u00e9s etc.<\/li>\n<li>le diff\u00e9rentiel \u00e9conomique en faveur de l\u2019Europe attire les migrants, c\u2019est in\u00e9vitable<\/li>\n<li>Il y a difficult\u00e9s \u00e0 imposer une gouvernance mondiale des migrations et c\u2019est quelque chose d\u2019imp\u00e9rieux \u00e0 r\u00e9aliser<\/li>\n<li>&gt;&gt; Pascal Boniface : \u201con sort de la d\u00e9cennie post 11 Septembre et on a beaucoup fonctionn\u00e9 sur la peur et le monde occidental a perdu le monopole de la puissance qu\u2019il avait depuis 5 si\u00e8cles. Or la peur est mauvaise conseill\u00e8re. Il y a une soixantaine de pays \u00e9mergeants dans le monde, il n\u2019y a pas que les BRIC.
