Voici ici quelques r\u00e9flexions tir\u00e9es de ma lecture de l&rsquo;\u00e9tat des lieux de l&rsquo;open data europ\u00e9en en 2019 \u00e9dit\u00e9 par l&rsquo;UE, que vous pourrez t\u00e9l\u00e9charger ici, agr\u00e9ment\u00e9 du point de vue de Jean-Marc, en vid\u00e9o, en podcast et en version texte.\u00a0<\/em><\/p>\n<h2>Le rapport europ\u00e9en sur l&rsquo;\u00e9tat des lieux de l&rsquo;open data montre l&rsquo;\u00e9volution de ce march\u00e9 vers la maturit\u00e9<\/h2>\n<p>Dans un rapport de 2019, le cinqui\u00e8me d&rsquo;une s\u00e9rie d&rsquo;\u00e9tudes annuelles qui \u00e9valuent le niveau de maturit\u00e9 des donn\u00e9es ouvertes dans les \u00c9tats membres de l&rsquo;UE28 plus les pays de l&rsquo;Association europ\u00e9enne de libre-\u00e9change (ou \u00ab\u00a0AELE\u00a0\u00bb), l&rsquo;UE dresse un portrait robot de l&rsquo;open data en Europe aujourd&rsquo;hui. Comme l&rsquo;explique Jean-Marc Lazard (voir son interview ci-apr\u00e8s), l&rsquo;open data ne date pas d&rsquo;aujourd&rsquo;hui. Et depuis les d\u00e9buts de la donn\u00e9e ouverte, des progr\u00e8s consid\u00e9rables ont \u00e9t\u00e9 r\u00e9alis\u00e9s.<\/p>\n<p>Le rapport de l&rsquo;UE \u00ab\u00a0est une initiative de la Commission europ\u00e9enne, mise en \u0153uvre avec le soutien\u00a0d&rsquo;un consortium dirig\u00e9 par Capgemini Invent, comprenant Intrasoft International, Fraunhofer Fokus, con.terra,\u00a0Sogeti, 52North, Time.Lex, le Conseil de Lisbonne et l&rsquo;Universit\u00e9 de Southampton\u00a0\u00bb.<\/p>\n<h3><strong><!--more--><\/strong>Voici les principales conclusions de ce rapport<\/h3>\n<ul>\n<li><strong>(1) De l&rsquo;acc\u00e9l\u00e9ration \u00e0 la consolidation<\/strong><br \/>\nLa mont\u00e9e en maturit\u00e9 est constante depuis 2015. Cette phase de maturit\u00e9 est d\u00e9sormais pass\u00e9e, les \u00ab\u00a0\u00c9tats membres [sont] d\u00e9sormais dot\u00e9s de solides\u00a0politiques d&rsquo;ouverture des donn\u00e9es et de portails sophistiqu\u00e9s\u00a0\u00bb. L&#8217;emphase est maintenant mise sur l&rsquo;impact et la qualit\u00e9.<\/li>\n<li><strong>(2) De la quantit\u00e9 \u00e0 la qualit\u00e9<br \/>\n<\/strong>Plus que jamais \u00ab\u00a0l&rsquo;accent est mis sur\u00a0la garantie de valeur \u00a0des donn\u00e9es pour les r\u00e9utilisateurs, ce qui implique souvent d&rsquo;am\u00e9liorer d&rsquo;abord la qualit\u00e9 des donn\u00e9es\u00a0\u00bb. Un sujet \u00e9galement largement abord\u00e9 par Jean-Marc Lazard dans son interview.<\/li>\n<li><strong>(3) L&#8217;emphase passe de la publication \u00e0 l&rsquo;impact \u00a0<\/strong><br \/>\nAssez facile \u00e0 comprendre, va avec la maturit\u00e9.<br \/>\n<strong>(4) De l&rsquo;open data au partage des donn\u00e9es<\/strong><\/li>\n<li>\u00ab\u00a0Au-del\u00e0 des donn\u00e9es ouvertes, les gouvernements sont de plus en plus conscients des possibilit\u00e9s d\u00e9coulant du partage de donn\u00e9es en g\u00e9n\u00e9ral\u00a0\u00bb.<\/li>\n<li><strong>(5) La France parmi les leaders<\/strong><\/li>\n<li>\u00ab\u00a0L&rsquo;Irlande, l&rsquo;Espagne et la France conservent, depuis l&rsquo;ann\u00e9e derni\u00e8re, leur position de leader en Europe\u00a0\u00bb et m\u00eame parmi les\u00a0<strong>faiseurs de tendances.\u00a0<\/strong><\/li>\n<li>Voil\u00e0 qui va nous remonter le moral, ce n&rsquo;est pas tous les jours !<\/li>\n<\/ul>\n<figure id=\"attachment_35282\" aria-describedby=\"caption-attachment-35282\" style=\"width: 520px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-35282 size-full\" src=\"https:\/\/visionarymarketing.com\/wp-content\/uploads\/2020\/01\/leaders-europ\u00e9ens-open-data.png\" alt=\"leaders europ\u00e9ens de l'open data\" width=\"520\" height=\"340\" srcset=\"https:\/\/visionarymarketing.com\/wp-content\/uploads\/2020\/01\/leaders-europ\u00e9ens-open-data.png 520w, https:\/\/visionarymarketing.com\/wp-content\/uploads\/2020\/01\/leaders-europ\u00e9ens-open-data-459x300.png 459w\" sizes=\"auto, (max-width: 520px) 100vw, 520px\" \/><figcaption id=\"caption-attachment-35282\" class=\"wp-caption-text\">Pour une fois, on ne trouve ni le UK ni les pays nordiques dans les leaders de l&rsquo;open data en Europe.<\/figcaption><\/figure>\n<p><em>Transcription de l&rsquo;interview de Jean-Marc Lazard, fondateur d&rsquo;<a href=\"https:\/\/opendatasoft.com\" target=\"_blank\" rel=\"noopener noreferrer\">Opendatasoft :<\/a><\/em><\/p>\n<h3>L&rsquo;open data est un mouvement qui date et qui se structure<\/h3>\n<p>C\u2019est un mouvement qui date maintenant de quelques ann\u00e9es et qui a pu m\u00eame \u00eatre consid\u00e9r\u00e9 comme un peu un effet de mode \u00e0 une certaine \u00e9poque, mais qui s\u2019est transform\u00e9 en un mouvement de fond qui s\u2019est structur\u00e9.<\/p>\n<p>On voit d\u00e9sormais de grands acteurs technologiques qui font tomber les barri\u00e8res techniques li\u00e9es aux standards de donn\u00e9es. \u00c0 la base la data sort d\u2019un syst\u00e8me propri\u00e9taire, d\u2019un syst\u00e8me industriel et ces morceaux d\u2019information ne sont pas r\u00e9utilisables par tout le monde, car uniquement accessibles par des logiciels ou avec des expertises particuli\u00e8res.<\/p>\n<h3><strong>De l\u2019importance des licences en open data<\/strong><\/h3>\n<p>Aujourd\u2019hui il est convenu par tous qu\u2019une donn\u00e9e, et la valeur qu\u2019elle va permettre de cr\u00e9er ensuite, n\u2019est r\u00e9utilisable que si l\u2019on standardise.<\/p>\n<p>Avec l\u2019open data, il est aussi question de licences. Quand on parle de r\u00e9utilisation et d\u2019ouverture des donn\u00e9es, il faut informer les utilisateurs sur ce qu\u2019ils ont droit de faire ou non avec ces donn\u00e9es-l\u00e0.<\/p>\n<p><iframe loading=\"lazy\" title=\"[Fr]\u00a0Open Data - La Maturit\u00e9\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/ZjtdwYLP4Co?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<h3><strong>L\u2019open data est un mouvement qui se structure <\/strong><\/h3>\n<p>C\u2019est un peu comme au d\u00e9but du e-commerce, on ne connaissait pas \u00e0 l\u2019avance les mod\u00e8les \u00e9conomiques. Aujourd\u2019hui on commence \u00e0 y voir plus clair et la situation s\u2019est largement clarifi\u00e9e.<\/p>\n<p>On est entr\u00e9 dans une forme de maturit\u00e9 et d\u2019industrialisation de la d\u00e9marche open data, ce qui fait qu\u2019elle est aussi bien adopt\u00e9e par les acteurs publics que priv\u00e9s qui s\u2019en emparent comme d\u2019un vrai levier de croissance et de business.<\/p>\n<h3><strong>Amener des preuves <\/strong><\/h3>\n<p>Et l\u2019on voit des entreprises priv\u00e9es, r\u00e9cemment, comme certains de nos clients comme le groupe Kering, Euler Hermes, qui est une filiale d\u2019Allianz, leader mondial de l\u2019assurance-cr\u00e9dit, qui ouvrent massivement leurs donn\u00e9es pour prouver au march\u00e9, aussi bien les financiers que les influenceurs, gr\u00e2ce aux donn\u00e9es que ce qu\u2019elles r\u00e9alisent, par exemple sur leur impact environnemental, est r\u00e9el, et que ce ne sont pas juste des mots et des images que le public qualifie souvent de \u00ab\u00a0greenwashing\u00a0\u00bb.<\/p>\n<h3><strong>La France et le reste du monde <\/strong><\/h3>\n<p>La donn\u00e9e apporte une preuve, la culture de la donn\u00e9e est tr\u00e8s forte aux USA et en Angleterre o\u00f9, par d\u00e9faut, la circulation de l\u2019information a permis de soutenir la cr\u00e9ation d\u2019un secteur \u00e9conomique tr\u00e8s fort.<\/p>\n<h3>En France cela bouleverse les mod\u00e8les \u00e9tablis.<\/h3>\n<p>Beaucoup de secteurs s\u2019y sont construits de mani\u00e8re extr\u00eamement verticale et ferm\u00e9e sur un partage restreint \u00e0 quelques acteurs. Nous avons la chance d\u2019avoir des leaders mondiaux dans l\u2019industrie et les services et m\u00eame s\u2019ils ont des pratiques tr\u00e8s fran\u00e7aises localement, ils s\u2019exercent \u00e0 l\u2019ouverture et la circulation des donn\u00e9es dans le reste du Monde.<\/p>\n<p>On a peut-\u00eatre mis un peu de temps \u00e0 ing\u00e9rer cet aspect culturel li\u00e9 \u00e0 la circulation de la donn\u00e9e, mais on fait plus que de recoller au peloton.<\/p>\n<h3><strong>La France innove avec une loi<\/strong><\/h3>\n<p>C\u2019est un mouvement qui est venu de la sph\u00e8re publique et cela peut para\u00eetre naturel. La France a aussi innov\u00e9 dans cette sph\u00e8re, car elle en a fait une loi qui s\u2019appelle \u00ab\u00a0loi pour une r\u00e9publique num\u00e9rique\u00a0\u00bb (ou loi Lemaire) qui a v\u00e9ritablement acc\u00e9l\u00e9r\u00e9 le mouvement.<\/p>\n<p>Citymapper est l\u2019application la plus connue, car elle permet \u00e0 chacun de trouver son chemin dans les transports en commun et elle n\u2019existerait pas sans l\u2019open data.<\/p>\n<p>Attention, car open data ne veut pas dire \u00ab partager tout \u00e0 tous n\u2019importe comment \u00bb. Qui dit open data, dit strat\u00e9gie d\u2019open data.<\/p>\n<p>Car ouvrir ses donn\u00e9es, du moins en partie, c\u2019est mettre sur t\u00eate de gondole son savoir-faire. Car au travers des donn\u00e9es on exprime son savoir-faire et cela permet de nouer des partenariats exclusifs avec les meilleures \u00e9coles mondiales, qui vont vous aider \u00e0 aller sur le big data, qui se nourrit de donn\u00e9es, par d\u00e9finition.<\/p>\n<h3><strong>L\u2019open data permet de positionner l\u2019entreprise comme innovante<\/strong><\/h3>\n<p>La simple modernisation d\u2019un outillage interne ne va pas suffire \u00e0 rendre l\u2019entreprise innovante, car vos concurrents feront de m\u00eame.
