Une libert\u00e9 saisie imm\u00e9diatement et en masse (le serveur a m\u00eame ploy\u00e9 sous la charge) pour s&rsquo;exprimer spontan\u00e9ment mais aussi pour cr\u00e9er des p\u00e9titions farfelues [y compris une qui propose de nous rendre les jeux Olympiques afin d&rsquo;\u00e9viter l&#8217;embarras d&rsquo;un fiasco \u00e9conomique et d&rsquo;une course \u00e0 la construction \u00e0 la Grande Bretagne (scrap the Olympics petition)] ou pour y fustiger le nouveau projet de loi destin\u00e9 \u00e0 faire payer les automobilistes au km parcouru. Ce dernier projet a soulev\u00e9 l&rsquo;ire d&rsquo;un grand nombre de citoyens de Grande Bretagne (voir no tolls, 7349 signataires). Mais il y a mieux car la p\u00e9tition demandant la suppression des radars de contr\u00f4le de vitesse a remport\u00e9 le ponpon des p\u00e9titions avec le score de 12481 (et encore 4 mois pour la signer). Car voil\u00e0 le travers de la d\u00e9mocratie participative, c&rsquo;est le danger de gouverner par l&rsquo;opinion qui, loin s&rsquo;en faut, n&rsquo;est pas toujours raisonnable. Les mesures impopulaires dans une telle d\u00e9mocratie sont donc vou\u00e9es aux g\u00e9monies, et on risque fort de se retrouver face \u00e0 des suggestions &lsquo;participatives&rsquo; connues d&rsquo;avance &#8211; pour peu qu&rsquo;on ait d\u00e9j\u00e0 lanc\u00e9 une phase d&rsquo;\u00e9coute active directe. D&rsquo;une certaine mani\u00e8re, d\u00e9mocratie participative peut vite rimer &#8211; si on n&rsquo;y prend garde &#8211; avec d\u00e9magogie<sup>1<\/sup> c&rsquo;est \u00e0 dire \u00e0 troquer l&rsquo;\u00e9coute pour la compassion, ce qui revient \u00e0 juger la plainte ou la revendication comme un \u00e9l\u00e9ment central de la gouvernance et non le bon sens, le sens commun et l&rsquo;int\u00e9r\u00eat g\u00e9n\u00e9ral. On excluera aussi l&rsquo;originalit\u00e9 et l&rsquo;inventivit\u00e9 qui risquera d&rsquo;\u00eatre mise au rancart au profit de la r\u00e9solution imm\u00e9diate des probl\u00e8mes (non hierarchis\u00e9s, pris dans l&rsquo;\u00e9motion et non replac\u00e9s dans leur contexte).<\/p>\n<p>Ne nous m\u00e9prenons pas, je ne pr\u00f4ne pas l&rsquo;absence d&rsquo;\u00e9coute, bien au contraire. Mais trop d&rsquo;\u00e9coute passive peut aussi se transfomer en absence d&rsquo;\u00e9coute. C&rsquo;est ce que semble indiquer l&rsquo;\u00e9diteur de Silicon dans son \u00e9ditorial : \u00ab\u00a0<a title=\"e-petitions Silicom.com\" href=\"https:\/\/silicon.fr\" target=\"_blank\" rel=\"noopener noreferrer\">Les e-petitions sont-elles bonnes pour la d\u00e9mocratie ? Bien-s\u00fbr mais elles ont bien peu de chance d&rsquo;infl\u00e9chir la politique du gouvernement<\/a>\u00ab\u00a0.<\/p>\n<p>Pour en revenir \u00e0 l&rsquo;innovation, voici un ph\u00e9nom\u00e8ne que j&rsquo;ai d\u00e9j\u00e0 rencontr\u00e9 sur le terrain. La phase d&rsquo;\u00e9coute, qu&rsquo;on pourrait qualifier de &lsquo;d\u00e9mocratique&rsquo; d&rsquo;ailleurs sans trop prendre de risque, est indispensable dans un processus de cr\u00e9ation. Certes, il faut \u00e9couter pour prendre les bonnes id\u00e9es, mais j&rsquo;ai vu trop souvent ce genre de processus d\u00e9g\u00e9n\u00e9rer en foires aux promesses o\u00f9 on accumule les demandes farfelues ou irr\u00e9alistes et qui sortent de l&rsquo;int\u00e9r\u00eat g\u00e9n\u00e9ral. De plus, il est difficile de susciter un effort de cr\u00e9ativit\u00e9 r\u00e9el aupr\u00e8s d&rsquo;un groupe d&rsquo;utilisateurs dont ce n&rsquo;est pas le m\u00e9tier. Il est plus facile, pour susciter la r\u00e9elle participation utile, de faire r\u00e9agir le public sur des propositions concr\u00e8tes et nouvelles afin de b\u00e9n\u00e9ficier de leur feed-back et \u00e9viter les sp\u00e9cifications hors champ. Ceci me para\u00eet fondamental. Sous couvert de d\u00e9mocratie participative, on favorise l&rsquo;\u00e9coute passive et compassionnelle, non g\u00e9n\u00e9ratrice d&rsquo;id\u00e9es nouvelles, et qui finit par r\u00e9sulter en un catalogue de propositions peu innovantes ou peu r\u00e9alistes ou les deux. La v\u00e9ritable \u00e9coute active est &#8211; paradoxalement &#8211; plus suggestive et plus concr\u00e8te et donc aussi plus r\u00e9ellement participative. Tout en restant ouverte, elle se refuse \u00e0 l&#8217;empathie d\u00e9magogique.<\/p>\n<p>C&rsquo;est \u00e0 mon avis ainsi que l&rsquo;on g\u00e9n\u00e8re le plus facilement et le plus efficacement le d\u00e9bat, c&rsquo;est-\u00e0-dire sur des propositions qui sont partag\u00e9es, puis reprises amand\u00e9es et am\u00e9lior\u00e9es en commun, dans une d\u00e9marche positive de conduite du changement progressive (apprendre \u00e0 marcher en marchant).<\/p>\n<ul>\n<li><a title=\"Site du 1er ministre Tony Blair\" href=\"http:\/\/www.number10.gov.uk\/output\/Page1.asp\" target=\"_blank\" rel=\"noopener noreferrer\">Le site du premier ministre au 10 Downing Street<\/a><\/li>\n<li>Le site des p\u00e9titions au premier ministre<\/li>\n<li>Visualiser la liste des p\u00e9titions exitantes<\/li>\n<\/ul>\n<p>note 1 : <strong>\u00c9tymol. et Hist.<\/strong> 1791 (<span>BRISSOT<\/span>, <em>Soci\u00e9t\u00e9 des amis de la Constitution, s\u00e9ante aux Jacobins,<\/em> pp. 15-16 ds <span>FREY<\/span>, p. 106).
