Si nombre d&rsquo;entreprises savent exploiter cette r\u00e9volution digitale, il est indispensable que les acteurs ayant le pouvoir de r\u00e9guler et de normaliser, c&rsquo;est-\u00e0-dire les \u00e9tats,\u00a0ne s&rsquo;opposent pas \u00e0 cette r\u00e9volution et acceptent ce changement in\u00e9vitable, pour chercher \u00e0 tirer parti de cette mutation : cela commence par le monde de l&rsquo;\u00e9ducation qui devra se renouveler pour ne pas se laisser submerger par la vague du num\u00e9rique.<\/em><\/span><\/p>\n<p><span style=\"color: #333399;\"><em>Pour nous parler de r\u00e9volution num\u00e9rique, qui de mieux que <span class=\"removed_link\" title=\"https:\/\/www.linkedin.com\/in\/gillesbabinet\">Gilles Babinet<\/span>, responsable des <a title=\"Digital champion\" href=\"http:\/\/ec.europa.eu\/digital-agenda\/en\/digital-champions\">enjeux de l&rsquo;\u00e9conomie num\u00e9rique pour\u00a0la France aupr\u00e8s de la commission europ\u00e9enne<\/a> ? Le \u00ab\u00a0digital champion\u00a0\u00bb, serial entrepreneur, et auteur de\u00a0<\/em><a title=\"Amazon\" href=\"http:\/\/www.amazon.fr\/L%C3%A8re-num%C3%A9rique-nouvel-%C3%A2ge-lhumanit%C3%A9\/dp\/2368900675\">L&rsquo;\u00c8re Num\u00e9rique, un nouvel \u00e2ge de l&rsquo;humanit\u00e9<\/a><em>\u00a0r\u00e9pond \u00e0 nos interrogations sur un sujet capital, celui de la r\u00e9volution digitale.<\/em><\/span><\/p>\n<h2>Nous sommes en train de vivre une v\u00e9ritable r\u00e9volution digitale. C\u2019est quelque chose de r\u00e9el et que l\u2019on peut mesurer. Comment fait-on\u00a0?<\/h2>\n<p>On la mesure par les chiffres, d\u2019abord par le nombre d\u2019internautes, en croissance exponentielle ces derniers trimestres. Il y a aussi des indicateurs, comme <a title=\"Croissance\" href=\"https:\/\/www.google.fr\/publicdata\/explore?ds=d5bncppjof8f9_&amp;met_y=ny_gdp_mktp_kd_zg&amp;idim=country:FRA:GBR:USA&amp;hl=fr&amp;dl=fr#!ctype=l&amp;strail=false&amp;bcs=d&amp;nselm=h&amp;met_y=ny_gdp_mktp_kd_zg&amp;scale_y=lin&amp;ind_y=false&amp;rdim=region&amp;idim=country:FRA&amp;idim=region:SSF&amp;ifdim=region&amp;hl=fr&amp;dl=fr&amp;ind=false\">la croissance \u00e9conomique, notamment dans les pays africains <\/a>o\u00f9 l\u2019on voit l\u2019impact de fa\u00e7on extr\u00eamement claire dans les chiffres de la croissance du PIB.<\/p>\n<p><iframe title=\"[Fr] Gilles Babinet - la r\u00e9volution num\u00e9rique : nov 2014\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/cmkcRLiU_zE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<h2>Est-ce un des moyen de d\u00e9veloppement de l\u2019Afrique\u00a0?<\/h2>\n<p>Je pense, car l\u2019Afrique souffre d\u2019un manque d\u2019infrastructures, et ce que l\u2019on observe c\u2019est que les gains d\u2019opportunit\u00e9s qui sont permis par le digital permettent de suppl\u00e9er \u00e0 cette absence d\u2019infrastructures.<\/p>\n<h2>Il y a un exemple dans le d\u00e9veloppement digital en Afrique : c\u2019est <a class=\"zem_slink\" title=\"M-PESA documentary\" href=\"http:\/\/www.youtube.com\/watch?v=zQo4VoLyHe0\" target=\"_blank\" rel=\"youtube noopener noreferrer\">M Pesa<\/a>.<\/h2>\n<p>Dans un pays comme le <a title=\"Kenya\" href=\"http:\/\/fr.wikipedia.org\/wiki\/Kenya\">Kenya<\/a>, il y a 40 millions d\u2019habitants\u00a0: 26 millions ont un compte<span class=\"removed_link\" title=\"https:\/\/www.mpesa.in\/portal\/\"> M Pesa<\/span>, et la tr\u00e8s grande majorit\u00e9 de ces personnes sont des primo acc\u00e9dant du syst\u00e8me bancaire. Cela aboutit \u00e0 un accroissement des assets (<a title=\"Actifs\" href=\"https:\/\/www.budgetbanque.fr\/budget\/actif-definition\">actifs<\/a>) de la <a title=\"Banque centrale\" href=\"https:\/\/www.centralbank.go.ke\/\">banque centrale<\/a> et 4% du PIB Kenyan est directement issu des b\u00e9n\u00e9fices de M Pesa. C\u2019est certain que l\u2019on voit un impact du num\u00e9rique dans tous les segments d\u2019activit\u00e9 \u00e9conomique. Cet impact est plus ou moins \u00e9lev\u00e9, mais il sera appel\u00e9 \u00e0 \u00eatre croissant dans les ann\u00e9es \u00e0 venir.<\/p>\n<h2>Cette r\u00e9volution num\u00e9rique n\u2019a pas encore \u00e9t\u00e9 comprise par certaines entreprises\u2026 Quel message peut-on leur faire passer\u00a0?<\/h2>\n<p>Je pense que les soci\u00e9t\u00e9s doivent comprendre que c\u2019est un enjeu de management. <a title=\"Les 5 niveaux de transformation digitale en entreprise selon Fayon et Tartar\" href=\"https:\/\/visionarymarketing.com\/fr\/2014\/09\/transformation-digitale-tartar\/\">Les soci\u00e9t\u00e9s commettant des erreurs<\/a> sont des soci\u00e9t\u00e9s qui cr\u00e9ent des directions num\u00e9riques. Je pense que c\u2019est quelque chose \u00e0 \u00e9viter\u00a0: c\u2019est un sujet \u00e0 porter au top niveau du management et avoir une vision digitale, une strat\u00e9gie digitale. C\u2019est important et je ne le vois pas toujours.<\/p>\n<h2>Il y a aussi un dernier groupe de personnes \u00e0 qui il faut faire passer le message\u00a0: ce sont les \u00e9tats, car ils sont aussi impact\u00e9s par cette r\u00e9volution num\u00e9rique. Que peut-on leur conseiller\u00a0?<\/h2>\n<p>Ils ont un r\u00f4le important dans l\u2019\u00e9mergence de la soci\u00e9t\u00e9 num\u00e9rique, notamment par la force de r\u00e9gulation et de <a title=\"Normalisation\" href=\"http:\/\/fr.wikipedia.org\/wiki\/Normalisation\">normalisation<\/a> dont ils disposent naturellement. Je crois que les \u00e9tats qui essaient de freiner la r\u00e9volution num\u00e9rique, sous pr\u00e9texte de prot\u00e9ger l\u2019emploi, et les conditions sociales, se mettent en danger. Cela a des effets n\u00e9gatifs \u00e0 moyen terme.<\/p>\n<h2>Dernier point\u00a0: la r\u00e9volution du monde de l\u2019\u00e9ducation. Nous n\u2019en sommes encore qu\u2019au d\u00e9but\u2026<\/h2>\n<p>La r\u00e9volution num\u00e9rique va toucher l\u2019ensemble du monde \u00e9ducatif et plus globalement l\u2019ensemble du monde, car la vitesse de distribution de l\u2019information et de l\u2019\u00e9ducation, c\u2019est directement un facteur de croissance. Je crois que nous sommes en train d\u2019accroitre cette vitesse de fa\u00e7on tr\u00e8s significative.
