Sans t\u00e9l\u00e9coms pas d&rsquo;Internet, sans mobiles et sans 3G\/4G\/4G+ etc. pas d&rsquo;Internet mobile et enfin, sans innovation \u00a0permanente, pas de satisfaction clients, car ceux-ci en veulent toujours plus et plus longtemps.<\/p>\n<p>Avec l&rsquo;autre pendant de ce paradoxe de la transformation digitale qui voudrait que ce soient \u00a0les Telecoms qui paient et les <a href=\"https:\/\/en.wikipedia.org\/wiki\/Over-the-top_content\" target=\"_blank\" rel=\"noopener noreferrer\">OTT (les services \u00ab\u00a0over the top\u00a0\u00bb<\/a> c&rsquo;est \u00e0 dire litt\u00e9ralement qui viennent au-dessus du r\u00e9seau) qui sont responsables des effondrements de marge et donc des difficult\u00e9s actuelles des op\u00e9rateurs en Europe (aux Am\u00e9riques, les prix et les marges sont confortables, comptez environ 150$ pour un acc\u00e8s fibre \u00e0 faible d\u00e9bit au Canada et environ 60 \u00e0 75$ pour un forfait mobile).<\/p>\n<p>Et s&rsquo;il y avait une autre lecture ?<\/p>\n<h3>OTT et transformation digitale des t\u00e9l\u00e9coms<\/h3>\n<p>Pour les b\u00e9otiens, les <a href=\"https:\/\/en.wikipedia.org\/wiki\/Over-the-top_content\" target=\"_blank\" rel=\"noopener noreferrer\">OTT<\/a> sont les services comme <a href=\"https:\/\/plus.google.com\/hangouts\" target=\"_blank\" rel=\"noopener noreferrer\">Google Hangout<\/a>, <a href=\"http:\/\/skype.com\" target=\"_blank\" rel=\"noopener noreferrer\">Skype<\/a>, <a href=\"https:\/\/www.whatsapp.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">WhatsApp<\/a>, <a href=\"http:\/\/viber.com\" target=\"_blank\" rel=\"noopener noreferrer\">Viber<\/a>\u00a0etc. et les nombreux services Internet qui viennent vendre de la valeur ajout\u00e9e (avec aujourd&rsquo;hui <a href=\"http:\/\/netflix.com\" target=\"_blank\" rel=\"noopener noreferrer\">Netflix<\/a> et tous ses camarades am\u00e9ricains non encore arriv\u00e9s ici) sur les r\u00e9seaux op\u00e9r\u00e9s par les op\u00e9rateurs. En d&rsquo;autre termes, l&rsquo;argent changerait de main et ces services OTT vampiriseraient les revenus tout en aspirant des volumes de plus en plus significatifs de la bande passante car ils sont tr\u00e8s gourmands. Il suffit de voir les d\u00e9bats incessants sur le suppos\u00e9 blocage de la bande passante de YouTube par les op\u00e9rateurs. Sans parler des menaces, r\u00e9elles ou suppos\u00e9es, sur la neutralit\u00e9 du Net et de l&rsquo;Internet \u00e0 deux vitesses.\u00a0Pourtant, la plus grande menace ces derni\u00e8res ann\u00e9es est venue non des g\u00e9ants du Web mais de l&rsquo;int\u00e9rieur, en 2012. La r\u00e9volution industrielle que va vivre les t\u00e9l\u00e9coms dans les\u00a0quelques ann\u00e9es qui viennent sera bel et bien industrielle et aura pour enjeu d&rsquo;une part les co\u00fbts internes et d&rsquo;autre part la taille et le poids internationaux. Une opportunit\u00e9 de revenus pour les op\u00e9rateurs, mais aussi un co\u00fbt (source : Ericsson en Juin 2013). Ici, il ne s&rsquo;agit que du mobile, mais le m\u00eame ph\u00e9nom\u00e8ne est observable sur le fixe<\/figcaption><\/figure>\n<hr \/>\n<h3><b>Comment pr\u00e9parer l\u2019Europe \u00e0 la troisi\u00e8me r\u00e9volution industrielle\u00a0?\u00a0<\/b><\/h3>\n<p>Comment cr\u00e9er les conditions pour que les \u00e9conomies europ\u00e9ennes puissent tirer pleinement partie de la troisi\u00e8me r\u00e9volution industrielle, au moment o\u00f9 les Etats-Unis confortent leur pr\u00e9\u00e9minence \u00e9conomique et que l\u2019\u00e9conomie chinoise s\u2019affirme davantage\u00a0? Quels r\u00f4les les op\u00e9rateurs t\u00e9l\u00e9coms peuvent-ils jouer dans la troisi\u00e8me r\u00e9volution industrielle\u00a0?<\/p>\n<p><strong>I\/ Les op\u00e9rateurs t\u00e9l\u00e9coms sont dans une situation paradoxale<\/strong><\/p>\n<p>Les mutations industrielles profondes, li\u00e9es notamment \u00e0 l\u2019av\u00e8nement de la troisi\u00e8me r\u00e9volution industrielle, vont cr\u00e9er une forte demande pour une r\u00e9seau t\u00e9l\u00e9com d\u2019une qualit\u00e9 optimale.
